INCOMING CHAIRMAN JOE KABARCHUK
Working for One Strong
Voice in the Industry
T he first time Joe Kabarchuk got involved with the
ARHCA board, he was working as director of construction
for the City of Edmonton.
“We had put out some work and when we didn’t get any
bidders, I knew we needed to understand what was happening,
why no one was bidding,” said Kabarchuk. “Through
working with ARHCA, I soon realized that they were looking
for a more cohesive partnership, more communication
to allow for better planning and allocation of resources so
everyone could achieve their goals. After that, we worked
closely together for three years developing this partnership.”
About six years ago, Kabarchuk left the city to work for
Alberco Construction more directly in the field. Never one to
sit back and not get involved, eventually he was approached
by some ARHCA board members on the executive team to
join them as a member at large.
That was three years ago, and he is now excited about
continuing on the board as the new chairman, working to
meet some of the goals and challenges that lay on the road

ahead. He sees this work as mainly mending some fences,
developing communication between clients and ARHCA
members in order to better represent them as an association.
“I’ve been seeing a deterioration in trust and communication
between the roadbuilding industry and the provincial
and municipal governments,” he said. “Part of my goal is to
rebuild that trust and those connections so that we know
what’s coming, what contracts are going to be issued. We
want to be part of the development of those contracts, making
it a win-win for both parties.”
The board has identified the path it intends to follow, and
in part that means integration of new technology for more
effective communication, such as updating the ARHCA website
to be more comfortable and easier to navigate and looking
to increase membership where it makes sense.
The new website was launched in September, just in time
for the Annual Convention, and it will play a role in showing
prospective members the value of joining ARHCA.
