The fourth business unit at Graham
is Development and Investment.
“Some things we do are upstream
and downstream of construction,” said
Cole. “Upstream, we can offer advice
to clients trying to develop solutions on
how to run a program, financing that
needs to be done. Perhaps it’s a large
P3 project – we can run through all the
funding scenarios, raise capital for a cli-ent
with a long-term buyback process,
find the funding solutions to meet that
client’s needs.
“We focus a lot of our future mod-els
on being a construction solutions
partner,” said Cole. “What that really
means is helping clients from the incep-tion
of an idea right through the financ-ing,
the planning and organization, and
the actual construction. In some of our
projects we’re doing partner conces-sions
– the downstream of operation
and maintenance – on either a facility
or roadway. This could last up to 30
