time of application – it can
be difficult to determine how to treat
the roadway. For instance, under cer-tain
conditions, application of sand
might be very effective in increasing
friction between the tire and the road
surface. However, if the applied sand
simply bounces off the surface, any
sand present may actually reduce fric-tion
between the tire and the ice (think
of stepping on tiny ball bearings on a
hardwood floor). The surface condition
of the road also depends on the time
elapsed since application of sand or de-icing
agent. It is also rare that measure-ments
of actual road conditions are car-ried
out before and after winter main-tenance
operations, and yet the surface
